Street Lighting In Gateshead

Heres one for you...If energy costs are rising so much why doesnt the council switch off street lighting between the hours of say 2am until 5am in summer and from 2-7am in the winter months, it would save a fortune, surely there is a switch to turn off a whole street.

I walk home occassionally from my 8pm - 4am Factory shift. I would hate it if the street lights were off. it's dark and scary enough as it is, please don' push this idea.
