New Building next to Redheugh Bridge

What is that building thats just been built next to the Redheugh Bridge on the Newcastle Side. Is it offices or what. Loads of work is been done around there but I aint got a clue what it's for.

seems to me that whilst it looks good it will most likely stand empty for such a long time.
And still our planners give more permission to build such foolish developments
